On further inspection, the bug still happens, but a bit differently: there's no
visual glitch anymore, but just like before, the panel freezes for a while
until the email is sent (e.g. if I click some icon, it won't switch to the
clicked app immediately, will wait a while to switch, but switching with
ctrl+tab is immediate), even though it doesn't look any differently while it is
frozen.

What's odd is, it seems it's not tied to the email subwindow - I've now
configured evolution to send the email with a delay, and the freeze happens
when the email is actually being sent, not when clicking the "send" button in
the email compose subwindow. I  guess the visual glitch might have been a
timing coincidence between the animation of the subwindow and the freezing of
the panel.
