I really don't think we're going to make just the notification size/scale
configurable while in full screen mode. This would be disruptive for the
majority of users who use apps in full screen mode outside of your use case. To
avoid that, it would have to be an off-by-default setting and I suspect you
would be the only person who turns it on. We'd have to maintain a whole
separate codepath for the expanded layout which would be infrequently exercised
and bit-rot.
I'm afraid going down this path isn't in the cards, sorry.
You are of course welcome to locally patch the code to do whatever you'd like
for your own purposes.
