The last time this came up it was because deemed to be because layer-shell-qt
was out of date in a binary incompatible way. A recompile fixed it.

That doesn't fully explain why you see it only 25% of the time though.

Can you double check your layer-shell-qt and kscreenlocker builds are up to
date and then re-open
