STEPS TO REPRODUCE
1. Open Discover
2. Open Settings
3. Click on the three dot menu in the toolbar, choose Configure Updates

OBSERVED RESULT
System Settings opens, but only shows an empty KCM with the Plasma logo and
caption "Plasma System Settings".
