The view enabled on your screenshot only show a curated list of effects. To see
all video effects click on the video icon above the search line. However this
is the behavior in old Kdenlive versions (and 21.12.3 is about a year old now).
Recently it was changed to always show all effects instead of only a curated
list. Please update Kdenlive and try again. In case this still happens to you
feel free to reopen the report with updated info.
@Bernd this as a packaging limitation. At the moment there are no plans to
include openCV for motion tracker in the PPA
