the same (broken) settings file
The section with keyboard shortcuts does not work (they simply do not show up
and give an error).
STEPS TO REPRODUCE
I didn't understand exactly how it happened, but I noticed it after upgrading
from kde 26 to 27.

$ rm -r ~/.config/kglobalshortcutsrc
and relogin in your user
