SUMMARY
When you go into the Effects panel and click on "Download New Kdenlive Effect
Template", the effect you download end up in
C:\Users\username\AppData\Local\kdenlive\effect-templates instead of
C:\Users\username\AppData\Roaming\kdenlive\effects (as detailed here:
https://userbase.kde.org/Kdenlive/Manual/Effects/Custom)
STEPS TO REPRODUCE
1. Create a new project
2. Go to Effects Panel
3. Click on "Download New Kdenlive Effect Template"
4. Download one of the effects
OBSERVED RESULT
The file doesn't appear in the Custom Effects tab
EXPECTED RESULT
Finding the newly downloaded effect in the Custom Effects tab
