Display scaling settings
SUMMARY
When display is scaled, the wallpaper is zoomed in.
STEPS TO REPRODUCE
1. Create a fresh new user
2. Login with wayland
3. Scale display
OBSERVED RESULT
Wallpaper is zoomed in
EXPECTED RESULT
Wallpaper fit to screen
