That makes sense.
We completely re-did how multi-monitor data is stores in Plasma 5.27 an added
migration code that does its best. But because we know that the multi-monitor
situation was a mess in earlier releases, it's not really possible to fully
migrate everything 100% perfectly, since it's quite possible that the old
config data was already in a broken state. As a result the migration code will
never be perfect and issues like this can manifest.
If the issue has not re-appeared after blowing away your old config data, it
sounds like the new system is working, so let's count that as a success!
