When setting only the meta key as a shortcut for anything, any key combination
involving the meta key will also trigger the modifier-only shortcut in addition
to the actual key combination.

STEPS TO REPRODUCE
1. Assign just the meta key to any action (call it A)
2. Assign meta + some other key to any action (call it B)
3. Trigger the key combination for B
