STEPS TO REPRODUCE
1. Set panel to windows can cover.
2. Open any application maximised.
3. If you hover mouse cursor close the the bottom edge.
4. If you hover mouse cursor on any area of the panel without any icons or
widgets.
5. Additionally wait for a minute or so with a maximised application.

OBSERVED RESULT
A boarder line appears on screen, which is the panel boarder line as far as I
understand it.

EXPECTED RESULT
No boarder line should appear unexpectedly for the panel.
