Yes, absolutely. It is not a choice between two names for the same thing, there are two different things. OpenStreetMap defines county as "a geographical region of a country used for administrative or other purposes", so something similar to state/province. On the other side, for IPTC, location (sublocation) is the FOURTH level of a localisation (country, province/state, city, sublocation), so something as "14, River street" or "Museum of arts" or "Blue lake". You are trying to solve the fact that OpenStreetMap has two intermediate levels between country and city (province and county) when IPTC has only one (province/state) by changing the semantics of the fourth level of IPTC.
