SUMMARY
When there is a maximized window (touching the bottom panel, for example), both
the panel and the Application Launcher lose their transparency effect. They
just become completely opaque. I don't understand what is causing this, or if
it is possibly intended (although I don't know why it would be).


STEPS TO REPRODUCE
1. Launch KDE Plasma session (experienced on 5.26.5, still present on 5.26.90,
both X11 and Wayland)
2. Maximize a window or make it touch a panel.

OBSERVED RESULT
Panel and Application Launcher immediately lose transparency effect.

EXPECTED RESULT
Panel and Application Launcher continue having a transparency effect.

KDE Plasma Version: 5.26.5/5.26.90
KDE Frameworks Version: 5.102.0
Qt Version: 5.15.8
Graphics platform: issue applies to both X11 and Wayland.
