This is very likely because the document you're drawing on isn't 8-bit
integer/channel. 16-bit/channel color depths and above tend to lean towards
lighter values with their default profiles.
The scratchpad is always 8-bit integer/channel. While creating a new document,
try seeing if switching the color depth to 8-bit/channel resolves your issue.
You can also configure your default color model for new documents in Krita's
color management settings.
