This  is very old indeed! 2014-01-08! I think, it's my installation of OpenSuse
13.1, which I used for a long time until last year.
Meanwhile I installed OpenSuse tumbleweed with the aktual KDE-version.
In the mouse settings, there isn't the in my bugreport recorded "use keyboard
for mouse-movement" - either in mouse- or in keyboard settings. I don't know, 
whereelse is the possibility to make this setting. If not, the bug should be
fixed.

Another confusing point is, thät there are two rubriks for the behavior of the
CapsLock-button (German: Verhalten der Feststelltaste), the first with a lot of
possibility include the important "CapsLock is deaktivated", the second only
with one posibility "Make CapsLock to an addition esc-button and ...."
