Currently layout switching going through circle, like a 1 - 2 - 3 - 1 - 2 - 3.
Most of time I need only 2 layouts. On x11 we have option to restrict switching
circle to some number of layouts(Input Devices -> Keyboard -> Layouts -> Spare
layouts). In simple way it is working fine: when you need to switch to 3rd
layout you just take the mouse and choice 3rd layout. Anyway, on wayland this
option is doesn't work.
I have suggestion about how it also can be done on wayland(and maybe x11)
session. It is just like MacOS behavior. If you are press Meta+Space(assuming
this is us shortcut for layout switch), you switch 1st -> 2nd layout. Then if
in second switch you release Meta key and build combination again by pressing
Meta+Space - you switch back 2nd -> 1st. If you are don't release Meta key and
continue pressing Space you going by simple circle switch as usually. It is
looks more elegant decision
