SUMMARY
SendNotificationsPlugin registers org.freedesktop.Notifications and monitors
Notify method, but Plasma notification widget also monitors Notify method. If
SendNotificationsPlugin replies a different notification Id to an application,
the notification in Plasma will be not actionable.
STEPS TO REPRODUCE
1. Enable Send Notification plugin
2. Send some notifications
3. Restart plasmashell to reset the notification Id counter

Notifications in Plasma have invalid actions
