Welcome Center has the following autostart condition in its desktop file:
X-KDE-autostart-condition=plasma-welcomerc:General:ShouldShow:true

When using the Plasma systemd boot, this condition always evaluates to true, so
the app is always autostarted.
When the Systemd boot is turned off, it works properly, and only autostarts the
app when the plasma-welcomerc config file is missing or ShouldShow is set to
true.
