I wouldn't lump this issue with everything session-related. Shortcuts are
stored in ~/.local/share/kxmlgui5/kdev* and do not depend on the area.
Just tested assigning shortcut in the Debug session to the Run to Cursor action
in current KDevelop master. The shortcut remains after switching back to code
and after starting another Debug session. Can you still reproduce this bug?
