We already have this: it's called Touch Mode. If you're on Wayland, it
activates automatically if you convert a convertible laptop into tablet mode.
You can also turn it on and off manually in System Settings > Workspace
Behavior > Touch Mode
On X11, you can only manually turn it on and off.
