1. Download PDF from
https://www.wahlen-berlin.de/Wahlen/BE2016/afspraes/download/SB_B07-02-03_2016j05_BE.pdf
2. Open the file with okular

OBSERVED RESULT
Red and black crossed out boxes are displayed on most pages of the file, but
text can be copied to the clipboard without problems. The only missing type 1
font is Helvetica, which was first replaced by Nimbus Sans on my system, but
after installation of Helvetica.pbf from the net and a restart of okular
(Healvetica.pbf was then used instead), the result is the same. All other fonts
are at least partial included in the file.
EXPECTED RESULT
Text in the file is displayed on all pages.
