I have tested a burning software called gBurner on Windows 7 for comparison purposes and, as we can see in the attached screenshot, it does not try to simulate a burning if the used disc contains data. I think K3b could behave in the same way. Performing a real erasing when 'Simulate' option is checked seems unexpected/confusing and can result in unexpected data loss.
