SUMMARY
The buttons at the bottom of the system settings app (help or apply for
example) are touching the top boundary of their toolbars. The issue is not
really visible because usually the color is the same as the one on top.
This issue is problematic if you use custom themes as sometimes the colors of
the two rows of buttons are not the same and it makes the button not centered
in its space.
I attached a screenshot of the issue

STEPS TO REPRODUCE
1. Open the settings app
2. Try to open a messagebox to darken the system app
3. You can clearly see that the button is touching the top boundary of its
toolbar

OBSERVED RESULT
You can clearly see that the button is touching the top boundary of its toolbar

EXPECTED RESULT
The button should be centered in its toolbar
