SUMMARY
Fedora 36 updated to the lastest KDE version.  When I click the APPLICATION
MENU, SETTINGS is missing from the list.  If this is by design putting SETTINGS
into SYSTEM TOOLS, why ever would SYSTEM SETTINGS not be in SYSTEM TOOLS?

STEPS TO REPRODUCE
1.  Update Fedora.
2.  Click the launcher to open Application Menu.
3.  Notice SETTINGS is missing.

OBSERVED RESULT
SETTINGS menu is missing.

EXPECTED RESULT
SETTINGS menu shown.

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux 36
KDE Plasma Version: 5.25.5
KDE Frameworks Version: 5.99.0
Qt Version: 5.15.6
Kernel Version: 5.19.16-200.fc36.x86_64 (64-bit)

Since it is impossible to tell if this is something KDE or Fedora did, I filed
