STEPS TO REPRODUCE
1. right-click on Plasma panel and choose 'Enter edit mode'
2. click on 'More options...' button
3. click on 'Floating panel' - this option takes effect
4. click on 'Maximize panel'
OBSERVED RESULT
'Maximize panel' option does not work. Floating mode persists.
EXPECTED RESULT
'Maximize panel' option works
