I had a 5.25.3 iso and confirmed that the bug is present there. If I really think about it though, the reverse problem has been true for a while: A desktop layout with a short panel would not automatically maximize to a wider desktop, even if the exported theme may have had a maximized panel. In that case, it would have to be manually resized/set to maximize panel.
