Right now it assumes it's being autostarted and has code to remove itself.
We might want to replace this with tighter integration in Plasma: have Plasma
itself open it in its startup process code. This would open the door for Plasma
to also open it when needed after upgrade, so show a preview of the changes to
the user. See Bug 459179.
