SUMMARY
This document https://www.uspto.gov/sites/default/files/documents/aia0014.pdf
fails to display in Okular because it is tailored for Adobe Reader.
In fact PDF documents are just a collections of vector graphics and all of them
should be able to be opened in Okular.
Also "P" stands for portable.
I suggest to add a feature that the user would be able to overcome user agent
limitation and open the document designed for a specific viewer anyway.
