I have a panel added to the top of my screen with system info (CPU usage, HDD space and activity, memory usage etc.) and each time Plasma is reloaded the settings for those widgets are reset. Like others in this thread, I noticed changes made to plasma-org.kde.plasma.desktop-appletsrc each time, however even making the file read-only doesn't prevent the widgets being reset. I was able to reproduce the issue even by deleting the existing plasma-org.kde.plasma.desktop-appletsrc, restarting Plasma, and then simply adding a single new panel with a single "Toal CPU Usage" widget, changing its settings, and upon restarting Plasma the widget is reset to defaults.
