Kdenlive has this feature already, it is called "Time Remapping" (see
https://docs.kdenlive.org/de/effects_and_compositions/effects.html#time-remapping-speed-ramps).
However smoot interpolation is not implemented, but there is already another
report about that. Hence I am marking it as duplicate.
