I'm also running into this issue. Every time my system wakes up from sleep the
wallpaper settings completely reset to defaults. This also happens after a
system restart. I don't do anything special with panels so I can't confirm if
these would also reset.
I run a multi-monitor configuration - this appears to be the common
denominator. This is one of the most frustrating bugs I've encountered with
Plasma so far. Problem existed on 5.24.5. I haven't tested with 5.25 yet.
