SUMMARY
Compiling without 'PAM' is no longer possible, probably after 132adacf3d0 [1],
even though the 'PAM_REQUIRED' option still exists.

STEPS TO REPRODUCE
1. Compile with '-DPAM_REQUIRED=NO' and no PAM installed.
OBSERVED RESULT
Compiling fails.
EXPECTED RESULT
Either compiling should still succeed without PAM, or the option is removed,
and PAM is always required.

Linux/KDE Plasma: Gentoo Linux/git master

KDE Plasma Version: git master (partial only to use KWin with LXQt)
