The dot size is dependent on the size of your Task Manager/Panel; it will get
bigger if yo make your Panel thicker. At thicker panel sizes IMO it's actually
already quite large and we can't make it any bigger without obscuring a
significant percentage of the app icon, which is what your Windows screenshot
shows. I don't think that's a good thing.

As for the dot being blue and blending into Telegram's blue icon, there are two
reasons why this isn't a fixable thing:
1. If we hardcoded it red it would blend in with red app icons
2. It's not hardcoded to blue in the first place; it follows the selection
color in the color scheme or the accent color you set as a user. So it's
already user-configurable on a global level inasmuch as it follows your color
scheme. This makes the color non-hardcoded which means in principle it could
interfere with any app icon's color, in the case where they happen to be
identical.

So I don't think we can support the request, sorry.
