I have this problem as well with my Bluetooth mouse at home.  However, the same
problem also happens to me at work when I remove and reconnect a USB mouse.

When I open the Mouse settings, it tells me invert scroll is enabled even
though it is not.  One work around is to disable, apply, re-enable, apply
again.

A second workaround is this command: xinput set-prop "Microsoft Bluetooth
Mouse" "libinput Natural Scrolling Enabled" 1

Both workarounds are temporary.  I have to use one or the other every time my
mouse falls asleep.
