I think https://bugs.kde.org/show_bug.cgi?id=446877 is the same as this so
marking that as duplicate.
I think this happens when your sources.list doesn't use
http://archive.neon.kde.org/ or http://archive.ubuntu.com/
Can a reported please paste /etc/apt/sources.list.d/neon.list and
/etc/apt/sources.list ? What happens if you change to archive.neon.kde.org
and archive.ubuntu.com ?
