Audo-Hide panel behind Always Visible panel

STEPS TO REPRODUCE
1. Create Static Panel (Always Visible)
2. Create panel that can Auto-Hide, with dimensions slightly taller. As image
shows, mine is very small width-wise
3. Click Static panel, then hover over where the Auto-Hide panel triggers. The
Auto-Hide panel will be behind the static panel

OBSERVED RESULT
Smaller panel is covered by larger panel when the larger one was the last in
focus. If the smaller panel was last in focus, when it comes into view after
being hidden, it will be in front and not behind.

EXPECTED RESULT
Panels that are hovered over and appear after being minimized should always be
in front of any surrounding panels.
