STEPS TO REPRODUCE
1. Create an annotation which contains chinese characters, then save the PDF,
and the chinese characters will disappear.

OBSERVED RESULT
This happens on windows platform and it cannot reproduce in archlinux
EXPECTED RESULT
The chinese characters should be seen after I click save.

Windows: Windows 11, okular is installed through windows store
