STEPS TO REPRODUCE
1. turn on blur in system settings > workspace behavior > desktop effects
2. enable some theme with transparent window header
3. zoom on window header
4. drag window in zoom mode 

OBSERVED RESULT
blur rectangle shrinks and random pixels fill window header

EXPECTED RESULT
blur effect scales with everything proportionaly
