There is one remaining way that I can find for the icons to be scrambled on
boot: when you're using Wayland with screen scaling, sometimes the scale isn't
initially applied properly, causing the desktop to be blurry and icons
to-re-arrange themselves because they think there's not enough room. This is
tracked by Bug 449212, so if anyone is still seeing scrambled icons happen on
Wayland with the desktop blurry right after boot, that's the bug report you can
follow to be notified when it gets fixed.
