With a group, hidden or locked layer selected in the layer stack the polygonal
selection tool does not work, it lets you start and complete a selection but it
disappears after completing it.
It functions normally on paint and mask layers.
None of the other selection tools seems to have this issue.

STEPS TO REPRODUCE
1. Select a group hidden or locked layer in the layer stack.
2. Make a selection using the polygonal selection too.
OBSERVED RESULT
Selection disappears after completing it.
EXPECTED RESULT
Selection stay.
