When working with Okular annotations, I can select different tools by pressing
"1", "2", etc. However, when using a PoP-up note, these keyboard shortcuts are
not working anymore. I have to click on the annotation toolbar, to get the
shortcuts working again.

STEPS TO REPRODUCE
1. Make a pop-up note, write something in it and exit it.
2. Press 1, 2, etc. to change the annotation settings
OBSERVED RESULT
The shortcuts for annotation settings are not working.
EXPECTED RESULT
Pressing 1, 2, etc. should switch the annotation settings
