2. run "xset dpms force off" and touch nothing more

OBSERVED RESULT
The monitor will go black for a few seconds and back on

EXPECTED RESULT
The monitor should turn off and not back on without user interaction

The monitor will turn off and stay off until I touch the mouse or keyboard

The laptop is a Slimbook KDE.
