As this can be reproduced with Xorg, kwin_wayland and also weston is almost
certain that this is a driver bug - it seems to me like it updates the cursor
texture and position asynchronously.
I opened an issue with amd:

I think that is a Qt bug, there's a weird similar issue in Dolphin and Gwenview
as well - but not in Firefox when dragging an image.
