I'd say the effect is more pronunced when there are more windows on screen. If i go for low latency, even dragging a window with wobbly effect on stutters. I may not have a fast gpu, granted, it is an haswell igp, but under xorg, it is butter smooth in driving 2 monitors at 1920x1080. To have smooth animations with not so much frames dropped, i've to use the highest latency setting. While intel_gpu_top reports no significant gpu usage (20%), even when windows are stuttering, one thing that helps is setting the igp min frequency to an higher value; that way i can even use the balanced preset. But what REALLY helps, is enabling the Show FPS effect. With just that active, i can even force the lowest latency settings, and everything is magically smooth like under Xorg.
