I can confirm this still happens in a newer setup:
Operating System: openSUSE Leap 15.3
KDE Plasma Version: 5.24.2
KDE Frameworks Version: 5.91.0
Qt Version: 5.15.2
Even if you have associated kgpg to .asc files in System Preferences -> File
Associations, it does not show up in Dolphin's "Open with..." list.
I can't pinpoint to the moment this stopped working, but it must have happened
in the last months.
