Here's what "fixed" the issue for me, at least for now:

* Log out of KDE

* Switch to TTY2

* sudo systemctl stop sddm

* rm -rfv ~/.local/share/kscreen

* kbuildsycoca5 --noincremental

* sudo systemctl restart sddm

* Log back in and redo configuration under Settings -> Display and Monitor

Something's going on with systems that were installed with earlier versions of
KDE (e.g, 5.23 or previous), and then updated their software to KDE 5.24, in
which current configurations (such as those saved under the folder
~/.local/share/kscreen) causes issues with multiple displays / laptop lid
actions.
