For me Plasma (5.24.2) changes custom icon position on almost every restart.
Moreover Plasma changes custom icon positions on screen resolution change (e.g.
run old game or change to lower resolution manually and go back).
Plasma doesn't take advantage of possible scroll bars - it mustn't change
position of icons on Plasma resize - it should display scroll bars. They will
disappear when size go backs to normal, otherwise the user can sort icons
manually.
