--- Comment #22 from Tim <hamilton....@gmail.com> --- This seems to be largely resolved with the update to KDE 5.24.1, Frameworks 5.91.0 and QT 5.15.2. Plugging and replugging the external monitor works correctly. The monitor is properly detected when plugged in, no matter if it's the first time after a reboot or if it's already been unplugged and replugged.
