It then makes sense to set up tags in a hierarchy... and you'd need to think of a descriptive top level tag; "Film Categorisation" maybe.... When I ran into this I tried to sketch out the positive/negatives of the different dialogs/UI's here: https://bugs.kde.org/show_bug.cgi?id=431093#c5 I think there's a good argument for "cleaning up" the dialogs but you'd need to give people a way of seeing the "list of tags" assigned to the file as well as a way that they can explore possible tags and select them.
