While using filter layer with Gaussian Blur the resulting image looks like it
was cut off.

STEPS TO REPRODUCE
1. Create a new Paint layer
2. Draw a filled shape (circle in my case)
3. Put this layer into a group
4. Add new Filter Layer on top of the Paint Layer
5. Use Gaussian Blur filter with maximum blur value
OBSERVED RESULT
The blurred shape looks as if it was cut by square
EXPECTED RESULT
Entire shape blurred without cut edges.
